This certification enables you to become a registered exporter of carpet products.

Annual subscription and renewal 2024-2025

The annual membership subscription for the year 2024-25 of this council is due on 01 April 2024.

RCMC Renewal: If your RCMC expires on 31st March 2024, renew it now with Chartered ONE at just Rs 999/-.

Renewal of RCMC requires submission of Export Turnover Certificate from a Chartered Accountant certifying the annual export turnover (FOB value) of handmade carpets and other floor coverings for the financial year 2023-24 and submit it by 31st May 2024. The last date for payment of membership fees is 31st May 2024. Please note that a late fee of Rs 500 + GST(18%) will be applicable for payments made after 31st May 2024 until 30th September 2024.

About Carpet Export Promotion Council (CEPC)

Carpet Export Promotion Council (CEPC), is an organization established under "The Ministry of Textiles, Government of India."  It is an authorized body that will regulate your carpet products if you wish to sell them in the international market. The primary objective of the council is not just to regulate your product but to promote exports and create international demand for them.

Upon registration as a registered carpet exporter, the CEPC will support you by providing technical guidance and opportunities for trade promotion and international marketing.

The council takes steps to promote and develop the export of carpets, all types of handmade or handmade knotted Carpets, rugs, floor coverings & other allied products from India.

The primary focus of CEPC is to provide export assistance to its member exporters, send trade delegations to all major and developing markets around the world, and showcase Indian exports all over the world through exhibitions and fairs.

What are the activities undertaken by the CEPC?

Some of the key activities undertaken by the Council are as follows:

  1. Fairs & Exhibitions: Organizing participation in International Trade Fairs under the Market Access Initiative (MAI) Scheme and various other schemes Government of India to explore overseas market opportunities and also organizing domestic Fairs to educate the visitors regarding export potential in various markets. Establishing contacts with prospective buyers by organizing exclusive Buyer-Seller Meets (BSMs) & Reverse Buyer Sellers Meets, both in India as well as in overseas markets. Organizing visits of members of the council abroad.
  2. Conducting Trade Meets & Surveys: The council conducts surveys to assess the supply-demand situation in the international market well in advance so that an effective export strategy can be planned. Conducting market studies in India and abroad and providing market intelligence through various cluster studies, research reports, journals, and news magazines of the Council.
  3. Providing Effective Dispute Settlement Mechanism: The Council also acts as an institutional arbitrator to provide speedy justice at much lower costs, thereby providing an excellent dispute redressal or settlement mechanism.
  4. Visa Recommendation: The council also provides visa recommendation letters to foreign embassies situated in the vicinity of Delhi and elsewhere, for business promotion and other allied activities in respect of members. 
  5. Liaising with Government: The Council facilitates interaction between the exporting community and the Government at both Central and State levels. It also has representation in various committees, panels, and parliament standing council. Advising Government on the export-import policy matters. Coordinating with various Government agencies and departments concerning the issues faced by its members.
  6. Defending Interests in Global Markets: During the consultations at multilateral levels such as WTO, ATC, FTA, PTA, UNCTAD, etc; the council provides inputs to the government to promote interests in India’s handmade carpets, rugs, floor coverings, and handmade durries and derivatives products. The Council regularly communicates with various other foreign missions, organizations, and associations in various countries to resolve the issues faced by exporters. 
  7. Training and Productivity: To increase productivity by upgrading the technical skills of professionals engaged in the sector, the council organizes various training programs, and capacity-building training programs at different locations throughout India. 
  8. The Council also releases Souvenir / Trade Directories etc which provide concise trade information and Contact details of the members. 
  9. Other activities: Offering professional advice and services to members in areas of technology upgradation, quality improvement, standards and specifications, market survey, MoUs, Business Tie-ups with foreign stakeholders, etc.

Who can become the registered member of the Council?

If you are engaged in the manufacturing, processing, or exporting of carpet products and you hold a valid Import Export Code (IEC) number, which is issued by the Office of the Director General of Foreign Trade (DGFT), you will be eligible to become the registered textile exporter of the Carpet Export Promotion Council

The CEPC offers two types of registration based on your nature of business.

  1. If you are a manufacturer of carpet products and wish to sell in the international market, you will need to register as a manufacturer exporter. 
  2. If you are a trader of carpet products and want to export to the international market, you will need to register as a merchant exporter.

What are the documents required for registration?

  1. CA certificate certifying the item-wise export performance of last 3 years (2021-22, 2022-2023, 2023-2024)
  2. Proof of export/ copy of export order (in case of new exporters)
  3. Business Registration/Partnership deed/MOA & AOA (as applicable)
  4. copy of Importer Exporter Code certificate 
  5. Proof of manufacturing (for Manufacturer exporters)  
  6. Copy of Business PAN 
  7. Copy of GST certificate
  8. An affidavit stating that neither the applicant firm nor any of its Partners/Directors/Proprietor has ever been blacklisted by any Govt. agency (on a non-judicial paper of Rs.10/-duly notarized by the Notary Public)
  9. An affidavit stating that the applicant firm/company will abide by the code of conduct of the carpet export promotion council (on a non-judicial paper of Rs.10/-duly notarized by the Notary Public)
  10. An affidavit stating that none of the Partners/ Proprietor/ Directors are associated with any other firm/Company, as a Partners/ Proprietor/ Directors who have not paid Child Welfare Fund to the Council @ 0.25% of the FOB value of their export for the years 1995-1996 & 1996-1997.

What is the registration process?

A Notice has been issued by the Director General of Foreign Trade (DGFT) stating that application for a registration cum membership certificate (RCMC) or a registration certificate (RC) must be filed electronically through their common digital platform.

Create your account with your IEC code, and your login credentials shall be used to log in to the DGFT portal. 

The procedure for registration is as follows:

Step 1: Log in to the DGFT website as an Importer or Exporter. 



Step 2: After logging in, go to the "apply for e-RCMC" section in the portal


Step 3: Click on "Start Fresh Application".


Step 4: A dashboard with the basic details of the user will be displayed.


Step 5: Applicant shall be required to declare whether they have updated the profile.

Step 6: Click on Yes and proceed to "Save & next".


Step 7: Select Export Promotion Council / Commodity Board and Fee Details.


Step 8: Select Export Products / Services and click the Add button to save the details


Step 9: Fill in the details of authorised representatives or contact persons for the councils and click on the “Add Details” button to save the details.


On approval of the application, you will receive an RCMC certificate from the Carpet cExport Promotion Council.
